For the F2019 and F2018 analyses, Ci has consolidated the financial statements of the YMCA of Greater Vancouver, the YMCA of Greater Vancouver Foundation and the YMCA of Greater Vancouver Properties Foundation. Since the YMCA Vancouver did not release F2017 financial data for its real estate foundation, Ci only consolidated the charity and its foundation for F2017. Ci awarded full points for financial transparency while the YMCA of Vancouver released all financial reports of the charity and the foundation. In 2019, the YMCA of Vancouver reported providing direct financial support to more than 10,750 people in need. The charity reports that this funding totalled $2.0 million, which equates to an average of $186 per person. Note: It has consolidated the audited financial statements of the YMCA of Greater Vancouver, the YMCA of Greater Vancouver Foundation and the YMCA of Greater Vancouver Properties Foundation. Therefore, benefits transferred between the three related parties are excluded from income and expenses. Ci excluded foundation grants that were recognized as revenue, which impacted total revenues and expenses by ($1.1 million) during F2019, ($2.0 million) during F2018 and ($1.0 million) during F2017. Ci excluded grants from the Real Estate Foundation that were recorded as revenues, which impacted total revenues and expenses of ($3.3 million) during the 2019 period and ($2.9 million) during the 2018 period.
Ci excluded Grants from the Real Estate Foundation that were recognized as deferred capital contributions, which impacted the total cost of ($200,000) in F2019 and ($200,000) in F2018. Ci excluded foundation grants for the What Really Matters fundraising campaign, which impacted total spending in F2019 of ($4.2 million), F2018 of ($1.0 million) and F2017 of ($300,000). He noted that verified financial data from the YMCA Vancouver and its foundation show different numbers for grants recorded as revenues that could not be reconciled. Ci adjusted for unabbreviated differences in foundation grants that impacted total revenues of ($171,000) over the 2019 period, $285,000 in the first year of 2018 and $337,000 over the 2017 period. Ci adjusted for deferred gifts, amortization of deferred capital contributions and limited capital deposits. This impacted total donations and revenues of $2.7 million in fiscal 2019, $715,000 in fiscal 2018 and $13.2 million in fiscal 2017. Ci included interest expenses that impacted other and total expenses of $573,000 in the 2019 quarter, $128,000 in the 2018 operations and $28,000 in the 2017 fiscal year. In such a case, the Director shall declare a conflict of interest and shall refrain from voting on any obligation associated with the party concerned or from participating in a discussion or decision on the matter in order to avoid a conflict of interest. In April 2016, the YMCA of Vancouver launched its $140 million fundraising campaign, “What Really Matters.” As part of the campaign, YMCA Vancouver planned to build new ymca facilities in Surrey, South Vancouver, Chilliwack and Coquitlam. In 2019, the charity announced that it had cancelled plans for a YMCA in downtown Surrey due to rising construction costs. However, the charity has opened a Chilliwack YMCA and has future plans to open a site in Coquitlam. The YMCA Vancouver and its foundations have a total of $74.4 million in funding reserves, of which $10.6 million is funded by donors.
